Serve as a contract specialist responsible for pre-award and post-award contract, grants, and cooperative agreement actions, including price/cost analysis, negotiation, and administration for services.

Analyze requirements to determine method of contracting (sealed bid/negotiated) and assesses the most suitable contract type (firm-fixed-price, cost reimbursable, incentive, indefinite delivery).

Analyze the requirement, recommending revisions to the statement of work or specifications as necessary.

Perform cost/price analysis, determine acceptability of technical proposals, conduct pre-award survey to determine responsibility of prospective contractor, and prepare contract business clearance memorandums and contract documents.

Serve as contracting negotiator for the government on negotiated procurements and modifications to existing contracts.

Prepare solicitation/amendment documents incorporating provisions such as cost accounting standards, cost or pricing data, special testing requirements, Government furnished property, and payment provisions as required.

Prepare justifications, approvals, acquisition plans and other required clearances.


Conditions of Employment

Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

This position requires a financial disclosure OGE-450 and annually thereafter in accordance with DoD Directive 5500-7-R.

This is a Defense Acquisition Workforce position; employee must meet the DoDI 5000.66 requirements applicable to the Career Category/Functional Area and CLC assigned on the sequenced position Conditions of Employment data fields.

Foundational Career Level Certification or Contracting Professional Certification must be met within 3 years.

Practitioner Career Level Certification must be met within 5 years.

Advanced Career Level Certification must be met within 4 years.
